Risk stays high on Sunday, Nov. 1, two days before the Nov. 3 midterms. Diplomacy is moving, but neither side has stood down.

Strait of Hormuz and diplomacy: Iran's foreign minister says Tehran and Qatari mediators have a plan to reopen the strait within two days, down from seven, if the US first meets Iran's conditions: lifting sanctions, restoring oil waivers, releasing frozen funds, reducing US forces in the region, and recognizing an Iranian route agreed with Oman. Iranian envoys met Qatari mediators in Doha on Saturday; no direct US-Iran talks are planned. Iran is studying a letter from Vice President Vance that Iranian officials describe as a shift in tone. President Trump says talks are "going fine" but the US is in no hurry, and Secretary of State Rubio says no decision on new strikes has been made. Supreme Leader Mojtaba Khamenei ordered the armed forces to be ready for an "immediate" and "geographically unrestricted" response to any attack. Iran's navy reports another tanker on fire after striking mines east of Hormuz (not independently verified), and CENTCOM says its blockade of Iranian ports has turned back 144 commercial ships.

Saudi Arabia/Yemen: The Saudi-led coalition says it shot down Houthi drones over the oil-rich Eastern Region and the Southern Region on Saturday, plus a drone near Riyadh. Saudi Arabia called for international help securing Hormuz and the Bab el-Mandeb.

Ukraine/Russia: Russia launched 433 drones overnight, including 64 jet-powered Shaheds; 371 were downed or jammed, with hits at 16 locations. Energy sites in four regions were struck, Kyiv is under emergency power cuts, and hundreds of thousands of families are without electricity. Injuries were reported in the Sumy and Rivne regions.

United States: The FBI and CISA have warned of AI-assisted phishing and text-message scams aimed at election offices and of threats to election workers. Expect a wave of fake election messages this week.

Energy: Markets are closed for the weeken
