Risk stays high into Monday, Oct 19. Iran says a third tanker hit a mine in the Strait of Hormuz, Russia launched one of its heaviest grid attacks in weeks, and Egypt said it is ready to help defend Saudi Arabia against the Houthis.

Middle East: Iran's Revolutionary Guard navy said late Sunday that an unnamed tanker struck a mine and caught fire while using what Tehran calls an unauthorized southern route out of the strait. It is the third such claim since Friday, and none of the ships has been named. The UK-run maritime security center said there was no substantiation for the earlier two claims, though it does document real attacks, and Gulf traffic remains about 70% below pre-war levels. Iran's foreign minister said Tehran's seven-day plan to reopen the strait is still on the table, while Washington still wants the nuclear program addressed first.

Ukraine/Russia: Russia fired 16 ballistic missiles at Kyiv and the surrounding region and sent more than 200 drones across the country overnight. Zelenskyy said more than 10 energy facilities were damaged across 11 regions and at least 550,000 families lost power, and that partners again gave no early warning of the first missile wave. Ukraine's energy ministry counts 87 Russian strikes on the energy sector in the past week, and rolling outages are in effect in several regions today.

Saudi Arabia/Yemen: The Saudi-led coalition intercepted two more ballistic missiles aimed at Khamis Mushait and three drones over Riyadh and the Eastern Province, and a Houthi projectile injured six people in a residential area of Najran. Egypt's National Defence Council pledged all necessary support to Saudi Arabia, and President Sisi asked parliament to authorize defensive military help if Riyadh requests it. Gulf foreign ministers called for designating the Houthis a terrorist group.
