Risk stays high into Saturday, Oct 17. Iran's IRGC said a crude tanker carrying more than 2 million barrels exploded after hitting a sea mine near Hormuz, Russia mounted one of its largest overnight energy strikes on Ukraine, and Typhoon Champi approached Guam as a dangerous Category 4 under COR 1.

Middle East: Iranian media carried an IRGC navy claim that an oil tanker switched off tracking, entered a "prohibited" route east of Hormuz, struck a mine, and caught fire. India separately confirmed MT ST 3, with 15 Indian crew, was struck by a projectile in the strait Friday; all were reported safe. Container and tanker attacks have surged this month, with GFS Pride sunk earlier in the week.

Ukraine: Zelenskyy said Russia hit more than 15 generation and transmission sites overnight with over 320 strike drones plus missiles, hardest on Lutsk, Rivne, Zhytomyr, and Vinnytsia. Friday's attacks killed at least eight, injured about 60, and cut power to more than a million customers before partial restoration. He also criticized Washington's Friday waiver of new Graham Act Russia/Iran tariffs as Moscow presses a pre-winter blackout campaign.

Saudi Arabia/Yemen: The Saudi-led coalition said Friday it intercepted a ballistic missile over Yanbu, two cruise missiles over the Red Sea, and three drones over Riyadh and the south. The UN Security Council condemned the Houthi escalation after Riyadh's main airport was hit about 20 times this month.

Energy/U.S./Pacific: Brent settled Friday at $109.86 after touching $110, the highest since May; AAA puts U.S. regular at $4.31 and diesel at $6.33. Guam is in COR 1 as Typhoon Champi (130 mph sustained per NWS) tracks just south of the island with Category 3–4 conditions expected overnight into Sunday.

For USL readers: treat fuel as fragile—keep a few days of gas, diesel, and cash. Family on Guam or in the Marianas should plan for destructive winds, flooding, and multi-day outages through Sunday.
