US replies on Hormuz plan · Fresh Kyiv strikes · Europe diesel crunch
Three theaters stay hot into Sept 30. Tehran has a formal U.S. reply on its seven-day Hormuz plan, but sequencing—not the checklist—is the sticking point; Russia hit Kyiv again overnight; Europe’s diesel squeeze and elevated oil prices have not eased.
Middle East: Foreign Minister Abbas Araghchi received U.S. feedback via Qatari mediators in Doha on Sept 29 and briefed cabinet Wednesday. An official briefed on the talks said the sides largely agree on components but disagree on order of steps, including nuclear confidence measures tied to an enhanced June memorandum. Hormuz remains hazardous: UKMTO reported a vessel struck by a suspected projectile Monday evening (fire extinguished, crew safe). Crude still moves under escorts, dark AIS, and bypass routes—Kpler put Hormuz oil/product flows near ~13.1 mb/d last week (~77–80% of pre-war)—but normal commercial transit has not returned. President Trump denied reports he offered Iran sanctions relief; Brent held roughly $103–104/bbl.
Ukraine: Overnight into Wednesday Russia launched Zircon/Onyx anti-ship missiles, Iskander/S-400 ballistic missiles, and about 188 attack drones; Ukraine said air defenses downed 160 aerial targets, with hits at 18 locations. Kyiv and Kyiv Oblast again took the brunt: officials reported multiple deaths including a child under rubble in Vyshhorod, plus injuries and fires. Sumy, Donetsk, Kherson, and other regions also reported casualties. No ceasefire.
Europe / US energy: EU retail diesel remains near 2026 records. The White House has pressed Europe to draw down emergency diesel stocks to ease global prices, while talk of curbing U.S. diesel exports—still under debate—would hit Europe hardest. Winter gas storage and wide refining margins stay parallel pressures.
For USL readers: keep plans current, watch diesel and shipping costs, avoid panic buys. A diplomatic reply is not a Hormuz reopen.
